In the Third World Congress of Biosphere Reserves held in February 2008 in Madrid, it highlighted the demand for technological tools that provide a Space System Support for decision making that incorporate mechanisms for citizen participation, and to facilitate development of management models and extrapolated cooperation of some other RBs.

The Action Plan for the Network of Spanish Biosphere Reserve, advised devote special attention to the "monitoring procedures and systems development indicators".
